韋浩思：渣打銀行在中國已經有161年的歷史。作為擁有最多金融牌照的國際銀行之一，多年以來，渣打銀行深度參與中國資本市場的合作，為中國資本市場發展做出貢獻。我們與一些國際金融中心如倫敦、香港和新加坡等都有密切聯系，我們能為中國帶來大量投資。這也是我們可以發揮貢獻的一個方面。渣打銀行還長時間致力于推動人民幣國際化，已經成為推動人民幣國際化的重要力量。特別是在“一帶一路”沿線國家，人民幣作為支付貨幣在未來將發揮越來越重要的作用。

韋浩思：我認為“一帶一路”倡議在基礎設施方面發揮了非常重要的作用，基礎設施建設促進許多國家和地區互聯互通，從而帶動貿易往來和經濟發展。我認為在下一階段需要綜合考慮各個方面，不僅僅是項目的數量，項目的質量也十分重要。此外，正如習近平主席所說，“一帶一路”項目的多方參與也非常重要。“一帶一路”倡議不光是中國和項目所在國的事情，也不光是中國和項目所在國才能獲益，應該邀請盡可能多的參與方共同匯集力量，這樣才能夠使“一帶一路”倡議獲得更廣泛的成效。

DuringthefirstfiveyearsoftheBeltandRoadInitiative,therehasbeenanemphasisonthequantityofprojects.ThereisincreasinglylessbutstillimportantengagementwhichhasbeenbilateralbetweenChina,meaningChinesegovernment,Chinesecontractors,Chinesebanksontheonehand,andtherecipientcountriesontheotherondifferentprojects.Ithinkitisveryimportantthatinthissecondstagewetakeincreasinglyintoaccountnotjustofthequantityofprojectsbutprojectquality.

韋浩思：我并不同意這一觀點，我認為“一帶一路”跟中國的外匯儲備是兩碼事。如果我們看一下中國的國際收支狀況，現在的經常賬戶盈余比過去少，從長遠看，出現赤字的可能性增加。但與此同時，隨著中國資本市場的不斷開放，中國的凈資本流入也在增加。因此，我對未來的預期是，隨著中國向國際資本市場進一步開放，將有越來越多的凈資本流入中國，這將抵消那些減少的經常賬戶流入資金。因此，我認為沒有任何跡象顯示中國的外匯儲備會大幅下降。

Vinals:Idonotagreewiththatview.IthinktheBeltandRoadInitiativeandtheforeignexchangereservesaretwodifferentthings.Respondingspecificallytothequestionoftheforeignexchangereserves,IthinkifyoulookatthebalanceofpaymentsofChina,evenifthere'snowlessofacurrentaccountsurplusthaninthepastthattheremaybeadeficit.Youalsohaveincreasingcapitalsinflowscoming.SowhatIhaveenvisionedisinthefutureasChinaopensup,particularlytointernationalcapitalmarkets,therewouldbeincreasinglynetcapitalinflowsintoChinathatwillcompensatealessfavorablepositionontheoverallcurrentaccount.Therefore,Idon'tseeanyreasonwhythereshouldbeanimportantdropinforeignexchangereserves.

韋浩思：我們在45個“一帶一路”市場設有分支機構，深耕當地市場多年，十分了解當地的情況，清楚哪里可能出現風險。我們在基礎設施建設、能源、水利和廢物處理等領域積累了不少項目經驗，能夠為這些項目提供國際融資解決方案，這對“一帶一路”項目而言是非常重要的。此外，我們在中國也已經運營了161年。因此，渣打銀行將踐行“一帶一路”倡議作為企業發展重點是一件順理成章的事情。

Vinals:WehavedesignedordesignatedtheBeltandRoadasonestrategicprioritybecauseit'sverynaturaltous.Wearepresentin45oftheBeltandRoadmarkets.Wehavebeeninthesemarketsforalongtime,inthemajorityofthemformorethanahundredyears.Wehavedeepknowledgeofthelocalmarkets.Weunderstandtherisks.Wehavestrongcapabilitiesinprojectfinance.Wehavestrongcapabilitiesandknowledgeofdifferentindustrysectors,likeinfrastructures,energy,water,andwaste.So,itisonlynaturalthatwecanbringinallofthesesortsofexpertisetogetherandbeanaturalpartnerforBeltandRoad.Inaddition,wehavebeeninChinafor161years.So,weareverymuchconnectedwithourChineseclients,bothfinancialandnon-financialclients.Weareattheoriginatingendandrecipientend.WealsobringinalotofexpertiseonhowtodealwithinternationalfinancialinstitutionsinordertobringinthebestfortheBeltandRoad.So,it'sverynaturalforustobeplayingthisroleandmaketheBeltandRoadInitiativeakeystrategicpriorityforStandardChartered.

Q6：渣打銀行采取怎樣的措施，來預防和管控“一帶一路”項目的相關風險？

韋浩思：僅2018年一年，渣打銀行就參與了近100個“一帶一路”相關項目，項目總金額達到200億美元。我們參與的每個項目都經過非常仔細的研究，除了信用風險之外，行為操守風險、金融犯罪風險、環境風險和社會風險也都在考量范圍之內。渣打銀行設立了嚴格的風險管控標準，只有通過標準的項目才會考慮投資。我們建立了一套系統性的機制，用來分析“一帶一路”項目的風險。

Q6:WhatmeasuresdoesStandardCharteredtaketopreventorcontrolrisksassociatedwithprojectsoftheBeltandRoadInitiative?

Vinals:Togiveyouanexample,lastyearalone,wewereinvolvedinnearlyahundredprojectsalongtheBeltandRoadcountries.Wefacilitatedfundingfortheseprojectsinexcessoftwentybilliondollars,justin2018.Eachoftheprojectsthatwehaveparticipatedissubjecttoaverycarefulanalysisofrisks.Notonlycreditrisksbutalsothingslikeconductrisks,financialcrimerisks,thingslikecorruption,moneylaundering,etc.Wealsoassessrisksregardingthesocialandenvironmentalimpactofthoseprojects.WehaveveryhighstandardsoneachofthoserisksthatIhavementioned.It'sonlywhentheprojectpassesthebarforeachofthoserisksthatwedecidetogoahead.So,wehaveaverysystemicandstructuredapproachtoriskanalysisforBeltandRoadprojects.
